Quick answer: "Paper value" is the total rebate you would receive by deregistering the car today: PARF rebate (if eligible) + pro-rated COE rebate. It is the upper limit on what a scrap-yard buyer will pay for your car — and the reference point for any sell-vs-scrap decision.
Paper value is what your car is worth if you deregistered it today, before any market sale. Useful for the "scrap vs sell vs export" decision.
If market value is higher than paper value, sell. If paper value is higher, deregister and collect the rebate. If the car still has export-market demand, an exporter may pay a premium above scrap.
