How to use the Paper value calculator

Paper value is the floor for any car in Singapore. It's the sum of two things: the PARF rebate at deregistration (if the car is under 10 years old) and the pro-rated COE rebate (if you deregister before COE expiry). Neither requires a buyer, neither depends on the used-car market. Together they form the minimum cash you'll walk away with when you scrap the car through an authorised LTA deregistration. Any dealer offer above paper value is the dealer's negotiated share of the car's still-life market value; any offer below paper value means you're paying the dealer to take the car.

Step by step

  1. Enter OMV, registration date, and COE expiry date.
  2. The calculator reads the LTA PARF band table and the pro-rata COE rebate formula.
  3. It sums your PARF + COE rebates — that's your paper value.
  4. Now compare the dealer's offer to this number: above paper value = the dealer is paying for residual value; below = don't sign.
  5. If the offer is well above paper value and the car still has life, that's when you sell rather than scrap.
