COE Update October 2026 — 1st Bidding Round

boltQuick Take

LTA's 1st bidding round for October 2026 closed with premiums easing back from the September 2nd round. Cat A dropped to $130,001, Cat B to $130,100, Cat C to $91,889, and Cat D to $11,012. Cat E held flat at $137,000. Here is what moved, what did not, and what the PQP column is really telling you.

What it means for you

**What happened on 7 October 2026.** LTA's first bidding round for October 2026 closed with premiums easing back from the September 2nd round across four of the five categories. Cat A dropped to $130,001, Cat B to $130,100, Cat C to $91,889, and motorcycle Cat D fell to $11,012. Cat E held flat at exactly $137,000 for the second consecutive round.

**The category-by-category table.** Cat A cars up to 1600cc and 130bhp closed at $130,001, down $1,889 from $131,890 in the previous round, with 1,560 bids chasing 1,232 certificates. Cat B cars above 1600cc or 130bhp closed at $130,100, down $2,900 from $133,000, with 1,126 bids for 945 certificates. Cat C goods vehicles and buses closed at $91,889, down $255 from $92,144, with 471 bids for 310 certificates. Cat D motorcycles closed at $11,012, down $1,189 from $12,201, with 599 bids for 530 certificates. Cat E open category closed at $137,000, unchanged, with 492 bids for 253 certificates.

**The 4-way dip is unusual.** Across the last six months it is rare to see four categories move in the same direction in a single round. The narrowest gap between Cat A and Cat B so far this year is $99, set by this round. Cat D's $1,189 drop is the largest single-round pullback for motorcycles since June 2026.

**Why the PQP column barely moved.** PQP stands for Prevailing Quota Premium. It is the rolling three-month average of successful bidding premiums, recalculated at the start of each month, and it is the figure LTA uses to calculate your COE renewal price. A single round's dip does not drop renewals on its own. Two or three higher rounds still sitting inside the three-month window keep PQP elevated even after a softer round. For October 2026 the published PQP figures sit at $128,715 for Cat A, $131,616 for Cat B, $92,614 for Cat C, and $11,161 for Cat D, all month-start averages based on the previous three months' premiums.

**How LTA's bidding actually clears.** LTA holds two bidding rounds per month, on the first and third Wednesday. Each round, bidders submit a price they are willing to pay for a COE. LTA ranks bids from highest to lowest, and the round clears at the lowest price that fills the available quota. Everyone who bid at or above that price pays the clearing price. Anyone below the clearing price walks away with no COE. The Bids Received column shows how many people bid. The Quota column shows how many COEs were on offer. A ratio above one means the category was oversubscribed, with more bidders than plates.

**What's next.** The next bidding round of October 2026 will close on Wednesday 21 October. We will publish the next update after that round closes.

Frequently Asked Questions

What is COE?add

Certificate of Entitlement — a 10-year right to own and use a vehicle in Singapore, awarded by LTA through a monthly bidding process.

What's the difference between premium and PQP?add

Premium is what successful bidders paid at one specific bidding exercise. PQP (Prevailing Quota Premium) is the rolling 3-month average of premiums, and it's the figure used to calculate your COE renewal price.

Why do PQP numbers stay high when premiums drop?add

Because PQP is an average. A single lower round pulls the average down gradually, but two or three higher rounds still in the window can keep PQP elevated.
